I was reading the description for this trope and I find it weird how it is written as if it is unrealistic and has to be justified somehow, because why would a villain care about anything as unambitious as a city? When it really seems like the other way around, lots of people in real life have done horrible things to be the most powerful person in a city, but no one in real life has ever tried to take over the world, though some superpowers in the 20th century were able to make plays for large swathes of it. The idea of someone wanting to take over a city just doesn't seem like something weird and abnormal that has to be explained the way the trope description frames it.
