Opened. While I think the concept sounds like Trivia and not a trope, I don't think we can do that without sending it back to TLP (either directly or by Yarding it), so I'm in favor of cutting and Yarding (or sending to TLP).
Edit: I checked and it looks like this never went through TLP to begin with (Main/ was open to editing for everyone when it was made in 2014), which would explain why it's so underdeveloped.

Made On Demand is when a company prevents a surplus by not making any more copies of a work than customers order. Right now, it's categorized as an ordinary trope, but it must be Trivia because it pertains to aspects of how the work is sold, rather than the work itself. It would be impossible to know if a work was Made on Demand just by watching it.
Although I'm leaning towards making this page Trivia, I wouldn't be opposed to cutting the page if that's what other tropers want. It might also be worth considering making this page a Useful Note.
In addition to the "Not Tropeworthy" reason, the page is also "Not Thriving." There are 6 examples on the page, and a Wick Check reveals a measly 5 wicks, none of which are examples of Made On Demand. Here are the results:
