After doing some back and forth over thing, I figured that I'd stick with a CIA-backed group investigating conspiracies set to make things worse in an alternate Cold War-era world with terrorism coming out from the late 60s (although most scholars would say that the 70s started this).

This is inspired by the actual BL that was stood up until Delta Force came around.

1947.

The year when historians have considered it the starting point of the Cold War, a period of geopolitical tensions between the US and the USSR alongside their allies from the West and the East. From the ashes of the Second World War II comes suspicion from the former Allied countries after fascism was defeated.

The two sides came to intervene in Korea on both sides in 1950 after North Korea invaded the South, backed by Chinese and Soviet support. It lasted until 1953 when an armistice was signed.

In the midst of the war, reports from the field have suggested the presence of a mysterious paramilitary group taking advantage of the war by escalating tensions that nearly forced the US to consider using the atom bomb.

This group was also reported to be spotted in parts of South America, Africa, Europe and Asia, seemingly supporting pro-communist efforts. Although later intelligence briefings also suggested their presence in the East in order to conduct false flag ops and frame the West.

In response to this, the Central Intelligence Agency secretly made plans to establish a multinational unit that would conduct black ops against not only against Communist forces trying to penetrate against non-Communist countries, but also to investigate the activities of the mysterious group. In secret meetings conducted with countries friendly to the US (regardless if they're neutral or not), they recognize the threat the group has to international peace and order since Korea.

The unit was known as Blue Light, named after one of the many missions conducted by the OSS during World War II. It was subsequently created with staff recruited from the various non-communist nations who are willing to bring the fight against Communism and investigate the shadowy group, which was given the codename of Fenrir after a few raids on said group's operations have seized evidence of an insignia of a howling wolf. Recruitment begins from various military/law enforcement/intelligence agencies.

The tensions in Vietnam, which eventually led to the Vietnam War, has given Fenrir the opportunity to string both sides in the new battlefield after Washington DC led the charge to help Saigon prevent a pro-Communist insurgency from toppling it, but not without giving the task force severe headaches from what's happening in South Vietnamese politics. There are intelligence reports that Fenrir has plans to conduct psyops in the field.

At the same time, rumors have come to BL that Fenrir forces have attempted to conduct secret operations to seize nuclear assets from countries that have such assets in their possession.

The year is 1969. BL is tasked to oversee an operation with a report passed to the unit from a mole in the East that a high-ranking official or two may intend to defect with information on a supposed secret Soviet project. No details were made, except that the mole warned that it was serious to warrant the KGB's involvement.

Declassified correspondence:

November 2, 1956

Gentlemen,

I've been greatly concerned that I'm hearing reports from Hungarians resisting Soviet occupation of a mysterious unit that's been openly collaborating with invading Soviet troops and assisting Hungarian troops in suppressing the revolts.

There were some reports regarding these so-called ghost units back in the war. It seems that no one has noticed them, although reports from the Moscow indicate that the KGB are also aware of them. I fear that these unknown forces may try to influence Moscow to crack down hard against the anti-Soviet protest groups.

The president has urged us to look into the matter at once.

For now, I'm ordering for immediate preparations to reactivate the task force.

Sincerely,

Allen W. Dulles

Director of Central Intelligence

Gentlemen,

Happy holidays to you all.

Blue Light, as I was told by the Special Activities Division, is now in its infancy. I've personally saw to our allies in the Americas, Europe, Asia and Oceania that they are free to allow their nationals to travel to Washington DC and join the task force if they so chose.

For now, training is done by experienced SAD veterans who saw action in Korea and Tibet. Over time, the unit will grow to expand its paramilitary capabilities. This means that a black budget will need to be allocated to it. I'm in talks with the president on how to proceed with this. Harvey Point and Warrenton are up and running.

Feel free to chose whoever fits the mold. Former military. Police. Intelligence.

Personally, I have no idea who chose the unit name.

Sincerely,

Richard Bissell

Deputy Director of Plans

Gentlemen,

Vietnam is now intensifying. Intelligence provided by MACV-SOG has strongly hinted of the ghost soldiers seen fighting either on their own against our South Vietnamese allies or collaborating with the Viet Cong and the North Vietnamese military.

MACV-SOG teams have captured some of them. But most of them chose to die after using cyanide pills to ensure that they are dead on the spot and cannot be revived. What irks me is that despite our efforts to identify them, no solid information has come up.

I'm deploying Blue Light to South Vietnam. Officially, they're under the command of MACV-SOG. But otherwise, they're free to operate on their own as long as they don't draw the attention of the press.

I'm hearing of what's happening in China. While we don't have eyes and ears there, it may be prudent to ask our counterparts in the Taiwanese military if they can help.

Our allies have raised concerns regarding the arrangements the task force has made with their work in the field that could easily reveal their involvement. I'll be speaking to some of their diplomats on this issue.

Sincerely,

Desmond Fitzgerald

Deputy Director of Plans

July 1, 1969

Our embassy in Moscow has informed us that one of our moles in the Soviet government has mentioned a tour on the DMZ from the north has been scheduled. This consist of Soviet and Warsaw Pact military officers. This also includes those from North Vietnam and China, which is strange considering the slight border war skirmish it had with the Soviets.

I don't know why this is happening. This may line up with some rumors we've been hearing that someone from high up wishes to defect.

Blue Light is cleared to head to South Korea. But they should held back until we can confirm in some way that this defection is intending to happen.

Sincerely,

Richard M. Helms

Director of Central Intelligence

Name: Philip Barzani

Age: 30

Appearance: Short, muscular man with a well-shaven beard and shaggy hair. He has a small peacock feather tattooed on his right arm and a pair of dice on the left. He can pass for a variety of ethnicities(though he'd prefer not to do it).

Nationality: Italian/Greek American

Backstory: The son of reputed mobsters, he may have run some errands and such for his father as a boy, though nothing was ever proven. His cousin George joined the Navy, which inspired the kid to look into the military as a career. After nine years in the Marines, he joined the FBI, where he used his cultural knowledge and languages to infiltrate a local “legitimate business.” After a few successful operations, he was tapped for Blue Light.

Weapons: a “lupara” sawn-off shotgun, a pair of .22 derringers (one magnum and one not), and a Baretta pistol. Also carries two concealed knives. Skills: A natural brawler. In general, good with his hands, he’s also pretty skilled with knives and using a pistol. Can speak Italian, English, and Greek.

Last Assignment: Undercover in Joliet Penitentiary to look into Communist infiltration of certain groups inside the prison.

Anything to note: Rumors that an individual from his childhood was involved and may have made contact during this time remain unsubstantiated, and Philip refused to talk about the details.

Name: John Herschel

Age: 41

Appearance: He is nondescript, of White Anglo-Saxon Protestant background, and blends into the surroundings with unremarkable features and clothing. He has fair skin, dark-colored hair, no beard, and brown eyes. He is of average height and build and wears conservative attire, like a shirt and slacks, without a particular fashion statement, giving off a reserved demeanor.

Nationality: American

Backstory: The son of an upper-middle-class family born in Maine, he lived a life of relative privilege in his childhood. The only child born of his father and mother, John’s parents instilled a deep sense of patriotism into the man from a very early age and taught him about how to fit in into any area where he would regularly venture: the proper etiquette and clothing, calming one’s nerves in stressful situations, knowing a person’s quirks when speaking to them, etc. When he was still young, John’s father volunteered to join the army in the years before WW 2; when the war did come to be a problem for the US armed forces, he fought with distinction and bravery, inspiring John to also wish for a way to serve his country, leading to him eventually joining up with the CIA in adulthood after graduating from school, conducting various missions in Europe. His skills in blending in caught the attention of the American intelligence community, ironically enough, so he got assigned to Blue Light.

Weapons: Smith & Wesson Model 39, Colt M1911, Ruger MK I, M3 submachine gun, and Remington Model 700.

Skills: Able to blend in with the surroundings of many environments and possesses good skills with sniper rifles.

Last Assignment: Disguised as a secretary inside a gathering between various European communist parties to subvert them from the inside.

Anything to note: Overly formal in his speech patterns, especially in private when speaking to friends or family.

  • Name: Kevin Tan
  • Age: WIP
  • Appearance: Around 5'8 to 5'9 in height. Chinese descent. Has short black hair done in a crew cut.
  • Nationality: Singaporean
  • Backstory: Born in Singapore in 1946, one year after British-led Allied forces liberated it from Japanese occupation. He was adopted by his paternal uncle and aunt after his biological parents were killed in 1948 as casualties in a bombing attack attributed to the Malayan National Liberation Army (MNLA). Kevin studied in Singapore and finished up to secondary education at the Raffles Institution before he enlisted in early 1964 to the 2nd Battalion, Singapore Infantry Regiment after he turned 18 as a Lance Corporal. Kevin saw action in fighting against Indonesian troops and pro-Communist Malaysians infiltrating into Malaysia during Konfrontasi immediately. He was lightly injured during his deployment, but he was able to return back to duty a few months later and was promoted to Sergeant for saving his fellow soldiers from an ambush. In an after action report, Kevin mentions about mysterious foreign-looking soldiers who were seen assisting said saboteurs during some of the gunfights he was involved in. In early 1965, Kevin was placed in Operation Claret and he was given special forces-level training by the British SAS for his knowledge regarding the foreign forces he spotted early on. Kevin's deployment in Sarawak and Sabah to confront Indonesian forces was kept classified under the Official Secrets Act. Kevin returned back to Singapore after Operation Claret ended in 1966 and returned back to his unit. In 1969, Kevin was recruited under the Singaporean Army's Regular Battalion, which would be reformed as the Commandos in the later years. But in the same year, he was immediately seconded to BL after the CIA learned of the mysterious group’s secret involvement in the events of Konfrontasi. Prior to his assigned, he was promoted to Staff Sergeant and was placed under training in the US courtesy of the CIA at Harvey Point.
  • Weapons: Armed with a Fairbarn-Sykes combat knife for close quarters fighting. For small arms (unless mission parameters dictate), Kevin uses a L1A1 SLR battle rifle, owning to his proficiency and use in it during his Konfrontasi deployment with a Browning High-Power that can have a suppressor installed.
  • Skills: Languages (English [Singaporean-based], Malaysian, Mandarin, some Singaporean Hokkien), small arms, unarmed and close quarters combat
  • Last Assignment: Regular Battalion, Singaporean Army.
  • Anything to note: None
