Trust no one.At the end of Wakanda Forever Ross gets arrested for treason and sprung by the Wakandans, so either that is going to be ignored/mentioned in passing before they move on or he shouldn't be doing CIA spy missions at all.
You and I remember Budapest very differentlyYeah, I know about that. But Ross wasn't in Wakanda when he got sprung out, he was in the U.S.
So either Ross is doing some under-the-radar work while hiding in another country (though that does bring up the question of what the hell he's actually doing), or he's a Skrull. Though considering what happened in Wakanda Forever, I can't imagine the Skrull being able to do much using Ross's identity without making people suspicious.

You and I remember Budapest very differentlyI'm not understanding where you got the idea that Ross went to Wakanda at all after being released. Just because Okoye freed him doesn't mean she got him a plane ticket to her home country as well.
It's more likely that he was left to his own devices in America before eventually figuring out a way to flee to another country where he can hide out for the time being. After all, committing espionage in front of someone like Val isn't just something that's going to magically resolve itself offscreen.
Trust no one.So you think the Wakandans directly endangered Ross by asking him to spy for them, then after he got arrested for treason, they sprung him from prison transport and then said "k, we're even now, bye!'?
That is more dangerous than just leaving him in custody.
Ross is a CIA field agent, a job where people are trained to go undercover and get to places without anyone else knowing. He doesn't need Wakanda to get himself off the radar.
Plus, if the U.S caught both him and Okoye again, Wakanda would be embroiled in another political scandal they have to deal with, which they really don't need or have time to deal with right now.
