Is No New Stock Phrases too strict?

I'm talking about the outlines on Administrivia.No New Stock Phrases. I'd never use a trope page to clarify title policy...

As written, the rules outlaw dialogue sounding titles and in a way that's the only thing discussed on said page in any real detail; it's all about how the title reads.

I think the biggest problem with the policy as it stands is that it sometimes discourages the use of preexisting terms for a tropable phenomenon: they get accused of "sounding like a line of dialogue" because they're terms that people off-wiki actually use.
