Not if there won't be any more characters to roll, I suppose. But maybe that's just bad wording from the one who wrote the leak. Also, since this was from a CN closed beta test, it's possible they just removed the drop rate temporarily because it wasn't necessary or subject to change.

Gacha games overhauling their gacha system shortly after release has precedent. Although it took Dragalia Lost like a year to remove wyrmprints.
Personally I'm surprised weapons are even in the Gacha. I figured characters would be what you roll for, and weapons are what you play for.

So, uh, there's been mentions of there being quests to increase world level. Has that not been implemented? Because I got to rank 20, picked up the reward, and that was it
I believe the first time the world level goes up is automatic; every subsequent time is when you have to complete a quest to increase it.
Check your World Level in the menu, it starts at 0. If it's at 1, then it levelled up.
Speaking of her, I need to rush into Adventurer rank 20. Without Beidou (Don't know how to pronounce that either) I think she's gonna be my fave.
Having reached Spiral Abyss... good luck with that. Each floor is three challenges, long but not likely to kill you. But you need to do them very quickly if you want to unlock the next floor. At the point I'm at, I might be able to reach floor 2 if I really tried

It says there COULD be a quest that blocks you, but I think for the first one you just need to recieve the AR reward.
So I just did a commission where you help Ella Musk get in contact with some hilichurls to practice her language skills. And... it works. She has a perfectly civil conversation with one, it even gives her a present.
The Unfortunate Implications here are staggering.
If you go into the Traveler's Profile on his character page, there's one dialogue between Paimon and the Traveler about Hilichurls, in which both of them kind of feel bad about them.

lol yeah the Always Chaotic Evil trope is being played less straight here than in, say, BOTW.
Which is good if you ask me. That's definitely something that should be second-guessed.
Happily it can be implied that your characters are doling out Non Lethal Kos left and right since they don't outright say they're killed. Lisa specifically renders an Abyss Mage unconscious in her quest and she was mad at that one.
Maybe all this will get explored later on. There's certainly a lot of human enemy types too, they just don't get used as often.
EDIT: God, the "Playing With" page on Always Chaotic Evil makes me uncomfortable.

And shooting a boar and collecting its meat has more or less the same fade-into-red-black energy animation as downing a hilichurl does...
Eh... I still won't feel sorry about them unless that side quest has a continuation. Or at least when their... "person-ness" is brought into question again in story.

Downloaded it last night, started playing this morning. I'm really liking pretty much every aspect of the game so far, but my subpar internet connection means there's 1-2 seconds of lag after almost every interaction (playing on PC). Is there any chance at all they might add an offline mode at some point, or is that a laughably dumb question?

Aww, man, I must admit my interest in this game took a bit of a nosedive when I learned Kaeya and Lisa are just more gacha characters and not this game's Ranzal and Cleo. I want to spend the whole game with them, they're by far the most interesting personalities in it. Doing the stormterror questline and seeing them give way to the blandness of Jean and the tryhard Diluc definitely was a downer.
Venti's still precious though. A precious little idiot, but precious nonetheless.

In any case they're only freebies for now. Once the launch festivities end new players will have to gacha for them.
There's been some leaks going around that they're going to completely change the Summoning/Gacha system come 1.1
Take all of this with a grain of salt:
"Gacha won't display rates any more. Gacha system changed to 10 roll guarantees a 4* Bonding Fate (a new item) + a 4* weapon, every 50 roles guarantees a 5* bonding fate + a 5* weapon. 4* Bonding Fates can be exchanged for every 4* character, 5* Bonding Fates can only be exchanged for the 5* characters on the banner (and expires after the banner is over."
Assuming this is true, there's still some ambiguity here: Does this mean that characters can't be pulled anymore? Do you only need one 'Bonding Fate' to get a character? If so, it would definetly make it more F 2 P friendly, and though you would have had to be stupid lucky to get one arleady, getting a 5* in less than 50 rolls would be impossible (which would still be better than what he have now, the minimum pity amount for a 5* item currently is 90)
Again, I'm not assuming this is true yet, but there have been some major pretty convincing leaks about 1.1
