At the very least, you have to know that a planet destroying battle station that already blew up one world is going to be a target for the people who don't want their worlds blown up.
Just like how there are risks to fixing the roof of a dangerous criminal with a lot of enemies, there are risks to working on the Death Star.

The prison population of Despayre was used to build it, but the planet's atmosphere was fucked in the aftermath. Since the world and its prisoners no longer had any use, Despayre became the first live fire test of the Death Star.

So even if Luke had to blow up some slaves and prisoners, it's still an overall morally good thing to blow up the Death Star even if you have to take some innocent lives.

One Strip! One Strip!The Andor prison was making specifically the millions of macrotransistors for the superlaser dish. Legends said it was heavily constructed by Wookiee slaves. It's a big project, a lot of different groups worked on it.

A lot of blood went into actually building the Death Star. And the prisoners, along with the planet itself, got the You Have Outlived Your Usefulness treatment.

The Empire can just go up to a resource-rich planet and take all of its resources, it's not like they'll have moral issues with doing so or there'll be laws in place to stop it. And if the locals disagree, then I'm sure it'll turn out all of them were rebel terrorists who deserved to be shot.
