UPDATE: Oh wait...he isn't. The role of FCC Chairperson has now been assumed by one Jessica Rosenworcel.
Oh, and there's a vacancy in the FCC, which should be filled soon.

Seems like the Democrats want to move ahead on this issue, but not much will happen until they appoint a third democrat to the commission.

Also, de facto it's been the case even after Pai trashed it, because everyone had to play by California's rules or else suffer impossible logistical challenges.
Net Neutrality is a Net Positive for people on the Internet, as ISP's are no longer allowed to Throttle people and slow down connections on customers.

I think it's because California mandates net neutrality internally, and trying to treat California differently than the rest of the USA on a basic infrastructure problem...

The NYT sued the FCC in September 2018, saying the agency denied a Freedom of Information Act (FoIA) request for records that the NYT said might shed light on possible Russian interference in the net neutrality repeal proceeding. The Times' motion for summary judgment was granted by Judge Lorna Schofield of the US District Court for the Southern District of New York.
The FCC must turn over IP address and user-agent headers of their commenters for the investigation to determine if they were made by bots.
