I'm seeing Wally/Kid Flash as second season material, really.
Actually, even in that case, I wouldn't be surprised if he shows up in season 1, but doesn't get any significant screen time or storylines until season 2. (Though OTOH, it might be impractical to lock someone up in a contract now just for that. I'd expect his name to come up, at the least. Something like Iris saying "I gotta run; I'm babysitting my nephew Wally tonight while his parents take a date night.")
I think it is a good casting choice at first I wasn't too sure because I'm not a fan of race-lifts between media. But good actors can make me change my mind.

It's not so much CG as stylistic choice. In Smallville you saw Clark moving across the screen as "a blur" which got the job done but looked a little goofy. Compare to the 15 second mark or so in this video.
