Without having followed most of the press reports on the show (or MCU in general, at that), I wouldn't mind if they used the show to display the things that wouldn't get much (if any) coverage in the movies due to time limitations, in particular the smaller stories about SHIELD actions other than the big, world-affecting things like Alien Invasions and such.
Sure, make them have some actual importance to the world, but that doesn't mean the missions have to be international scale events. For every espionage operation you may hear of, f'rex, there's dozens or more that go on quietly behind the headlines that get little to no recognition beyond the directly involved parties, but that doesn't instantly make them worthless.

Plot-wise I suppose it could be made to work with him involved, but as far as production budget goes I'd rather the money for that which would otherwise go to SLJ be saved for making the rest of the show.
It'd also be a nice change of pace from cop/spy shows having the organization's Head Honcho get involved in "day to day" affairs like specific mission assignments (as opposed to a general directive to some lower-level managers to the basic effect of "I need X done. Make it happen").

He does seem to enjoy acting for the hell of it though. I'd say it's possible he'd be willing to do one or two proper guest appearences for a reasonable price, at least more likely than most of the Avengers.
