Problem is that unfortunately people tend not to be able to work out stuff that's implied and have to be told directly that it's a problem. So directly stating it like that as a seperate rule is the best way to go, otherwise they'll claim that since there's no direct rule against it, there's nothing wrong with what they're doing.
...Because honestly, I've seen that kind of thing happen before. Not just offsite, but actually on the RP forums here before the rule was actually instigated. So yeah, it may seem redundant to you, but unfortunately that redundancy is needed to help hammer in the message that this is not and will never be acceptable.
I've seen people continue to hang around the discussion thread of an RP they've dropped out of as well, though the cases I've seen personally didn't really seem all that malicious. The worst was someone trying to fish for sympathy towards a problem of theirs that isn't related to the RP at all; a bit disruptive and tad annoying, yes, but ultimately wasn't done out of spite or anger or anything like that. Most of the times I see it, it's just the person contemplating returning to the RP and asking other players about their opinions on new character ideas.
I think Nman has a point though about not wanting to discourage new players from posting in RPs at all. Maybe just put an addendum on the end of rule four pointing to rule six about posting because you want to join (or rejoin) an RP going in the signup thread instead of the discussion thread.

If it's not, you shouldn't be posting in the Discussion thread anyway.
Also, keep in mind it specifically says don't bother games you aren't in. Asking constructive questions isn't really "bothering".

UhWe have a few people hanging around our RP discussion thread, and for the most part, we allow it, because they're fun to chat with. Last week, however, we unfortunately had to tell someone to leave. It should be up to the players in that thread in question.

UhActually, I do have something to pitch into this, again, from experience. While it's true that most old threads that don't move are probably dead, the signup thread for one of the RPs I'm in hasn't moved for months, but we still do need it around, should anyone want to use a new OC or make an announcement. I can't be the only person that does this.

@Echoingsilence: Do you mean this thread specifically or like the discussion thread of a game you're in?
If the former, this thread isn't really an appropriate place to discuss future RP ideas. The "looking for GMs" thread or the RPG guide thread would be more appropriate places.
If the latter, I'd check with the GM of the game first to see if they would be bothered by you posting RP ideas of your own; unless you are the GM, in which case go ahead.

Wait, what site am I on again?@Netino 1: Bumping in most roleplay main threads is different than in other threads. Because the posts are all supposed to be written as part of the narrative, posting for the sake of just posting isn't really a thing, and therefore neither is bumping.
If a main thread hasn't been active, you could bump in the discussion thread to ask about the game's continuation. (Or, as a number of the active RPs here have dedicated Discord servers for OOC talk, you could ask there, assuming you're a part of that server.)
Unfortunately I can say from plenty of experience that roleplays on this site just slowly losing steam and ending because of nobody posting is not uncommon.
