I just (re)watched the Samurai Jack episode "Scotsman Saves Jack" (both parts), and together with your observation as well as me noticing that the waitress has a golden medallion on her forehead paralleling the one Mimi has is making me suspect that Him (or Aku, as a favor to Him) pulled a similar stunt to the Sirens of the aforementioned Samurai Jack episode, i.e. wiped Blossom's memories, turned her into a much younger demon girl, and arranged for her to live her life as a humble waitress in a bar on Aku's turf, in some weird form of Ironic Hell.
