I still don't know what she expects out of this. Yes, she appears to have given up on kidnapping Sydney and is willing to accept just being allowed to escape, but all she's done is made herself a target. ARCHON can't get off the planet (as far as she knows), but lots of people will want the memories she stole. And I don't think they'll be so gentle.
Actually, begging for amnesty on Earth might be her best bet. ARCHON gets another Boxed Crook.
ARCHON would go from silly to utterly idiotic to allow her to even walk out of the room, considering (if she's right) that Sydney has Nth tech floating around her head. The only option that allows Lapha to have some semblance of a positive outcome is to get out of Sydney willingly. Otherwise, since Sydpha is a world-threatening security risk now, they have every right to either turn the lights off, lock the door, and leave her to starve to death (or until Lapha breaks and accepts leaving) or do like I previously mentioned and have Max annihilate Sydney from a safe distance.

Either we called it on Sydney's ADHD kicking in, or annoying Lapha into leaving was a strategy from the get-go. Either way, I kinda wanna know what's in that chili.
It would not surprise me if this is a genuine technique sometimes used for negotiation teams. Especially for someone operating on a target of opportunity, it's got to be nerve-wracking, and having the other side basically not treating it seriously is bound to push you to acting irrationally. Probably not the best of ideas when someone is holding guns to hostage heads, but for someone holed up where they're not supposed to be (say, someone deciding to encamp in a property they're trespassing in), not treating it seriously might lead to a break in the negotiations as they charge out to finish arguing their case.

If they shut off the power fast enough, I don't think so. And then while she's unconscious, they might be able to drug her.
Though honestly, I think if you're trying to restrain Maxima, you're going to error on the side of "whoops, accidentally killed her" rather than hoping she won't be pissed if she escapes.
