There's a few works I think could use a Funny Moments page, but that option doesn't appear in the drop-down menu when I go to create one. What am I doing wrong?

You can change the namespace in your browsers address bar to Funny/ or create a link like Funny/InsertWorkTitle and it will take to a blank page nad then just press edit to start the page

Once it is saved you can add a link on the appropriate index page

Well, there is a section for youtube in general. Funny.Web Original has a sub-page Funny.You Tube.

Or the examples can be added to the sub-page if the video channel or web series has a page here.

Do claims of Narm fit here? It seems significantly more flamebaity than the normal Funny Moments fare, especially if it's a moment that others take seriously, but I was told that this was a YMMV trope so anything should be allowed.

Whoever told you that was wrong. YMMV does not, should not, and never has meant "anything should be allowed."
